The rating outlook for the hospital district, which does business as University Health System? ? The bonds are backed by a limited property tax levy and a pledge of surplus revenues from the hospital system.

The district issued the debt to keep pace with the population growth and health needs of the county. The district is building a new trauma tower at University Hospital and other projects through its 2008 $899 million capital plan, paid for through a combination of bonds, federal stimulus funding and cash reserves on hand.
